Joseph Mazzarella serves as Mutualink’s President and Chief Operating Officer and as a member of the Board of Directors. Mr. Mazzarella has over 20 years of corporate, finance, M&A, licensing and IP law experience. He has in-depth knowledge and experience in the high tech sector, ranging from consumer and enterprise software development to advanced wireless network and location technologies, and communications.
Prior to Mutualink, Mr. Mazzarella served as the Executive Vice President and General Counsel of Connecticut Telephone and, thereafter, as its President. He also served as a board member of KSI, Inc., a mobile location technology company which was subsequently acquired by TruePosition, Inc., a Liberty Media company. Mr. Mazzarella served as shareholder class representative. He started his career as a corporate attorney with the law firm of Cummings & Lockwood (k/n/a McCarter & English). His experience includes private equity and syndication, financing, intellectual property and licensing, M&A, and telecommunications law. Notable accomplishments include assisting with formation and financing of the NFL expansion franchise, Jacksonville Jaguars and Alltel Stadium financing, structuring the sale of Connecticut’s only zoo, forging new case law on the foreclosure of developer rights, and pioneering the first competitive local exchange carrier license in Connecticut.
Mr. Boucher has been responsible for the development of the Mutualink Interoperability system. He has over 16 years experience in telecommunications research and development, with 12 years of that focused on cutting-edge voice communications; he also holds several key Voice-over-IP (VoIP) patents.
From 2002 to 2003, Mr. Boucher was responsible for developing the VoIP-over-WLAN infrastructure for Meru Networks, a global leader in wireless data and voice networks. He also directed the development of Meru’s first 802.11 access point, a pioneering breakthrough in enabling Quality-of-Service on standard wireless networks.
From 1995 to 2002, Mr. Boucher was the System Architect and Chief Engineer at Jetstream Communications. In this role, he led the development of the world’s first Voice-over-Broadband product, the CPX-1000. This product was a carrier-grade, highly-available server that provided Voice-over-DSL (VoDSL) telephony service for up to 2,000 customers.
Prior to Jetstream, Mr. Boucher developed voicemail products for Octel Communications (acquired by Lucent/Avaya).
Mr. Boucher received his BSEE in Computer Engineering from Rensselaer Polytechnic Institute in Troy, NY.

Prior to joining Mutualink, Mangan led the financial operations of several growth companies, primarily in the media and telecommunications industries. His previous experience includes serving as Chief Financial Officer of three private equity sponsored, middle-market media companies. As a member of senior management, he has completed numerous M&A transactions valued at over $700 million.
Mr. Mangan began his career with Ernst &Young in New York and is a certified public accountant.
Revathi brings a proven track record in the telecommunication and utility industries along with the Internet of Things (IoT) space to her position as Sr VP Engineering. Her diverse background includes senior level executive positions at high tech companies specializing in hardware, software engineering, and quality assurance.
Prior to joining Mutualink, Ms. Pillai contributed to the success of many high-tech companies in the information technology and services industry. She is multilingual, author of multiple patents and published articles, and a certified Scrum Master.
Ms. Pillai holds a BTech in Electrical Engineering from the University of Kerala, India, an MS in Electrical Engineering from the University of Alabama and an MBA in Strategic Innovation & Entrepreneurship from the University of Illinois at Urbana-Champaign. Ms. Pillai also completed the Executive Leadership Program at Cornell University.
Bill has been a lean manufacturing transformer, trainer, and mentor as well as a 6 Sigma problem-solving coach for many years. He uses a strategy deployment approach to drive business improvement with a servant-leader style of management. Data-driven decision-making along with the use of an ISO 9000 quality system is important to him. As VP of Operations for Mutualink, he is responsible for manufacturing, installation, training, and customer support.
Bill has a Bachelor of Science degree in Electrical Engineering as well as an MBA in Finance & Management from the University of Connecticut.

With over 20 years of public safety and technology industry experience, she is uniquely qualified to understand and communicate the voice of the customer. Her history of successful technology leadership in both the public and private sector, coupled with her experience as a 15-year veteran of the North Las Vegas Police Department, allows her to bridge the technology gap for public safety and support the development and implementation of innovative technology solutions supporting first responder missions.
Ms. Coon previously served as President and Co-Chair of EDGE, formerly known as CES Government, a global event partnered with CES, the world’s largest and most influential technology expo. In her role, she worked to elevate the prestigious event experience and develop relationships with leaders from all levels of government, industry, and academia to identify and incubate emerging technologies that support government missions. She holds an MBA from the University of North Carolina Chapel Hill.
Davuluri earned his MBA (Finance, Marketing & Strategy) from the University of Chicago Booth School of Business, and his Bachelor’s in Technology (Electronics Engineering) from the Kakatiya University, India, where he graduated in top 3 of the class.
